Big Fish, Small Pond

Hey guys, I have a bit of a quandry and could use your advice.

For the past year and a half, my regular gaming group and I have been playing through Return to the Temple of Elemental Evil (RttToEE for short). For those of you unfamiliar with it, just know that it is a humongous (D&D) dungeon.

We are fast approaching the end of RttToEE and I have agreed to take over as GM after the adventure is finished. By that time, the characters will all be at least 12th level, and one of them may be as high as 14th.

Looking for an artistic tool...

Okay, I'm starting a DC Heroes campaign set in the near future, with a drastically altered political landscape for North America. I need a map of the continent, showing the six nations that now exist.

The problem is I don't have an artistic bone in my body.

So, I'm looking for one of two things:

1) Ideally, I'd love to find a website/webtool with a way of designing it by simple click and select or whatever, and then allows me to save it as a graphical file.

2) Most likely, some program that would be REALLY simple for me to use, preferably freeware or shareware. I imagine, unless there was a program for designing political maps with pregenerated continents, that I'm looking for some sort of graphical editor as well as an existing political map.

Any suggestions would be appreciated.
