ruler prestige classes

This is in response to someone who was looking for ideas on prestige classes for political rulers. I'm going to post the rules I wrote up for the High Councilors of my Oriental Adventures setting. You wouldn't want to lift them wholesale (though I wouldn't mind, so long as you gave me credit). For one thing, there are still a few holes I feel. Secondly, it's rather setting-specific. There are six High Councilors, one for each of the six races in the Empire (Elves, Dwarves, Gnomes, Halflings, Humans, Orcs; the OA races such as Vanara and Korobokuru are not part of the Empire). Technically, the High Council also includes Ti'en Lung, the Rainbow Emperor, but he usually lets the mortal Counselors handle most things.
